Responsible for translating customer business requirements into high quality designs within agreed timeframes utilising the functional knowledge of Oracle Utilities products and services, and in particular, Oracle Customer Care and Billing. Essential Job Functions: Using business process engineering techniques, develops technical solutions and management processes to achieve overall objectives by means of implementing systems or enterprise wide solutions, using Oracle Utilities software products.  Develops and recommends solutions and strategies, based on the analysis of customer business goals, objectives, needs, and existing systems infrastructure.  Identifies additional product/services opportunities in customer organisation.  Viewed by customers as a consultant and performance is typically measured by delivery of agreed solutions within budgeted hours.  Works with the architect and project manager to develop a budget for the external design effort. Assists customers to determine business needs and, where appropriate, promote Oracle products and services. Records and publishes detailed minutes of discovery sessions.
